With over 30 years of experience in strategy and policy development and execution, Lieutenant General (retired) Charles W. Hooper is recognized as a consummate negotiator, a trusted advisor who effectively navigates complex, sensitive issues and challenges, a catalyst for collaboration and cooperation. He is valued for his conceptual and analytical thinking combined with business acumen, global fluency, and keen focus on creating value and competitive advantage.
Participative and resourceful, Charles is committed to talent development and inclusion – establishing the Defense Security Cooperation University in 2019, the first new Department of Defense (DoD) professional school since 1991. He also
implemented the first-ever DoD career development program for 20,000 U.S. government foreign weapons sales specialists.
Charles is a fluent Chinese and Arabic linguist who served as the senior U.S. military officer in both China and Egypt, the senior DoD strategist and planner for Asia and Africa, and as the senior China policy official in the Office of the
Secretary of Defense.
Charles earned his Bachelor of Science degree in National Security / East Asian Studies from the United States Military Academy, West Point and his Master in Public Administration degree from the Harvard Kennedy School of Government. Subsequently, he earned a Master of Science degree in Strategic Studies from the United States Army War College. Additionally, he holds a certificate in Chinese Language and Literature from the UK Ministry of Defense Chinese Language School, and was a senior post-graduate research fellow at the Harvard Weatherhead Center for International Affairs studying United States – China military relations.
Among many honors and affiliations, he was awarded the French National Defense Medal, was the first Army student-officer, and was the first Harvard Kennedy School of Government student selected to give a Harvard University graduate student commencement address. Charles is a member of MENSA and the Council on Foreign Relations. He is a past board member of the International School of Beijing, China. And as one of his career milestones, he holds the distinction of being the first career Army Foreign Area Officer promoted to Brigadier General, Major General, and Lieutenant General during the period 2007 - 2017.
